WHAT YOU WILL DO

As a Program Financial Analyst you will be responsible for program cost control and management using cost baselines, revenue recognition, and profit analysis. The position also includes customer reporting and invoicing support, direct and indirect rate analysis, annual planning, monthly forecasting, program compliance with FAR and GAAP regulations, and program initial set up to include project codes with work breakdown structure and billing set up.

 

Your tasks will include: 

  • Being responsible for supporting Program Managers in the preparation and analysis of project financial and scheduling data and other complex contract, project, or business-related task.
  • Prepare project cost/schedule baselines, manage financial reports, and prepare monthly program reviews.
  • Help create and maintain the program resource plan.
  • Interface with all functional levels of the program team.
  • Work to establish and control program budgets.
  • Participate in managing cost and schedule performance through analysis of performance metrics and projections.
  • Work to ensure compliance with internal procedures and government procurement regulations.
  • Provide pricing support to programs.
  • Perform complex financial/administrative reporting for major contracts and/or programs.
  • Provide Subcontractor reporting to include funding & expected expenditures to Subcontracts program management.

 

It would be helpful to have: 

  • Experience with Unanet Project Portfolio.
  • Experience supporting project financials for US Government DoD programs, specifically Maryland Procurement Office (MPO).
  • Familiarity with the FAR (Federal Acquisition Regulation) and DFARs (Defense Federal Acquisition Regulation Supplement).
  • Familiarity with DoD FMR (Financial Management Regulation).

WHAT QUALIFICATIONS YOU WILL BRING

  • Bachelor’s Degree in finance, accounting, or a related field.
  • A minimum of 10 years experience in program finance supporting Federal Government programs.
  • Experienced with project and/or job cost accounting software.
  • Knowledge working with multiple contract types such as Cost Reimbursable, Fixed-Price and T&M.
  • Must be well experienced working with big data sets and have intermediate to advanced Microsoft Excel skills (VLOOKUP, SUMIF, Pivot Tables, INDEX, MATCH).
  • Strong analytical, and problem-solving skills with an ability to work independently and collaboratively in a team setting.
  • Possess the ability to manage multiple priorities and reprioritize deadlines to ensure accurate and timely deliverables in a fast-paced environment.
  • Must be well organized, detail-oriented, and an effective communicator.
  • Must be a US Citizen.
